Project Safe Neighborhoods Webinar on Targeting Offenders and Creating Targeted Offender Lists

A significant number of law enforcement agencies use offender-based approaches as part of their Project Safe Neighborhoods (PSN) strategy. Join researchers and experienced law enforcement professionals for an interactive panel discussion on strategies for identifying prolific violent offenders and maintaining targeted offender lists. The webinar will go beyond the basics of developing and implementing a priority offender list; panelists will discuss questions related to implementation:

  • How can agencies ensure that offender lists are legally justifiable?
  • What are effective strategies for working with local community leaders on offender identification programs?
  • How can agencies use multiple data sources most effectively to inform offender identification strategies?
  • How can agencies work effectively with a research partner to expand data analysis capacity to identify offenders?
  • How can agencies ensure sufficient leadership buy-in to maintain sustainability?

Tom Woodmansee, a PSN Law Enforcement Advisor with extensive experience implementing violent offender identification and providing other agencies with technical assistance, will facilitate the discussion and offer insight from his experiences. The webinar will also include a discussion facilitated by law enforcement research expert Dr. Scott Decker about research on targeting offenders and how research can support implementation. Finally, representatives from the Tampa, Florida Police Department and the department’s research partner, who have first-hand experience with offender lists through the Violent Impact Player program, will discuss how Tampa has sustained its program over time and answer questions from the audience.
