About the Comprehensive Opioid Abuse Program Grant Program
Signed into law on July 22, 2016, the Comprehensive Addiction and Recovery Act (CARA) is the first major federal substance abuse treatment and recovery legislation in 40 years and the most comprehensive legislative effort to address the opioid epidemic. CARA establishes a comprehensive, coordinated, and balanced strategy through enhanced grant programs that encompass prevention and education efforts, effective responses to those affected by substance abuse, and services for treatment and recovery from addiction. For fiscal year (FY) 2018, in recognition of the ongoing national opioid priority, the U.S. Congress has appropriated $145 million in support of CARA-related programs and $30 million in support of Prescription Drug Monitoring Programs (PDMPs).
The Bureau of Justice Assistance (BJA) developed the Comprehensive Opioid Abuse Site-based Program (COAP) in response to the CARA legislation. COAP’s purpose is to provide financial and technical assistance to states, units of local government, and American Indian tribal governments to plan, develop, and implement comprehensive efforts to identify, respond to, treat, and support those impacted by the opioid epidemic. Since 2017, the Harold Rogers Prescription Drug Monitoring Program has been incorporated into COAP, emphasizing the important role that PDMPs play in supporting safe prescribing and identifying patients who may be misusing prescription opioids or other prescription drugs and/or patients who may be at risk for overdose. The FY 2018 COAP solicitation also includes a category of funding supported by a partnership with the Office for Victims of Crime. Through this funding, applicants can incorporate victim service and child welfare components into first responder and behavioral health and/or public health partnerships.
About COAP Awards and the Webinar
In this webinar, BJA leaders will review the FY 2018 COAP grant application process. This site-based grant program provides awards ranging from $100,000 to $1,500,000 for a 24- to 36-month project period to deliver financial and technical assistance to states, units of local government, and American Indian tribal governments to plan, develop, and implement comprehensive efforts to identify, respond to, treat, and support those impacted by the opioid epidemic.
There are six grant categories:
- Category 1: First Responder Partnerships, funding amounts: $500,000 – $800,000;
- Category 2: Technology-Assisted Treatment Projects, funding amounts: $1,000,000;
- Category 3: System-Level Diversion Projects, funding amounts: $900,000;
- Category 4: Statewide Planning, Coordination, and Implementation Projects, funding amounts: $100,000 – $1,300,000;
- Category 5: Harold Rogers Prescription Drug Monitoring Program Implementation and Enhancement Projects, funding amounts: $750,000; and
- Category 6: Public Safety, Behavioral Health, and Public Health Information Sharing Partnerships, funding amounts: $1,000,000 – $1,500,000.
BJA anticipates making more than 160 grant awards. Applications are due June 7, 2018.
