In March, CSG Justice Center staff continued to socialize the guidelines and engage key partners in the field, further developed outreach strategies and project next steps, finalized the technical assistance materials, conducted a webinar for Multi Health Systems (MHS) with Dr. Sarah Desmarais, and finalized presentations for the MHS and Association of Paroling Authorities International (APAI) conferences.
Analysis Area 1: Facilitate a cross-system data match between DHHS and county jails to identify the overlapping population of people who have behavioral health challenges who move through local criminal justice systems and identify high utilizers of both systems. CSG Justice Center staff will conduct an in-depth descriptive analysis of the matched Medicaid claims data to provide information on trends in services accessed in the community by people incarcerated in each participating jail.

Priority Area 1: Facilitate a Working Group to finalize and implement administrative policy and practice changes identified during the Phase I process. Update: In June, CSG Justice Center staff facilitated two working group meetings to assist the group in developing standards and definitions, using contact standards as a starting point. The working group acknowledged that contact standards were significantly inconsistent across counties and determined that the focus should be placed on the content of the contacts rather than the duration or frequency.

Update: In April, CSG Justice Center staff facilitated two working group meetings with members from each delivery system. On April 13, 2023, CSG Justice Center staff broke the working group into two brainstorming groups to consider potential guidelines, training, and additional recommendations for the sanctions and incentives grid.

Update: In March, CSG Justice Center staff facilitated two working group meetings with the selected members from each delivery system. During the first working group meeting on March 9, 2023, members continued the discussion on incentives and sanctions to establish the framework for the statewide incentives/sanctions grid.

Members continued an exercise from the previous meeting reviewing the CSG Justice Center’s Phase I administrative recommendations while mapping current administrative policies for each delivery system. Existing policies on incentives and sanctions were emphasized.
