Priority Area 1: Facilitate a working group to finalize and implement administrative policy and practice changes identified during the Phase I process.Update: In February, CSG Justice Center staff facilitated one working group meeting with the selected members from each delivery system. Members continued an exercise from the previous meeting reviewing the CSG Justice Center’s Phase I administrative recommendations while mapping current administrative policies for each delivery system. Existing policies on incentives and sanctions were emphasized. CSG Justice Center staff presented on evidence-based practices related to incentives and sanctions to ground the group’s work in this area. Priority Area 2: Assist the existing Court Services Tracking System (CSTS) data committee in developing a core set of supervision outcomes to measure supervision success across delivery systems. Update: CSG Justice Center staff attended the February CSTS data committee meeting. CSG Justice Center staff provided an overview of best practices for standardizing the way racial and ethnic information is collected and reported by the supervision systems across the state. Also, during the meeting, committee members continued the discussion on how to effectively collect race and ethnicity data for people on supervision in addition to reviewing the current draft of Minnesota Supervision Statewide Outcomes. Priority Area 3: Support the development and implementation of changes to Intensive Supervised Release (ISR). Update: In February, CSG Justice Center staff attended both meetings of the ISR group and provided feedback and guidance to its members as they discussed and recommended changes to ISR. During the month’s initial meeting, the ISR group focused on continuing the review of the project charter. Specifically, the group discussed the use of incentives and sanctions, strengthening the relationship with community partners and providers, “halfway back” caseload options, release ceremonies, and other areas of scope. In the group’s second meeting, members discussed the implications and best practices surrounding house arrest and electronic monitoring, as well as shifting the culture from surveillance to more supportive supervision.
