Priority Area 1: Facilitate a working group to finalize and implement administrative policy and practice changes identified during the Phase I process. Update: In April, CSG Justice Center staff facilitated two working group meetings with members from each delivery system. On April 13, 2023, CSG Justice Center staff broke the working group into two brainstorming groups to consider potential guidelines, training, and additional recommendations for the sanctions and incentives grid. Priority Area 2: Assist the existing Court Services Tracking System (CSTS) data committee in developing a core set of supervision outcomes to measure supervision success across delivery systems. Update: While on site, CSG Justice Center staff met with leadership of the CSTS data committee to review the needs of the committee for the remainder of the project. The discussion largely surrounded the need for one repository for all the data collected by local agencies. The CSTS vendor expressed concern about the process for pulling the data into the DOC’s repository, and it was agreed that some of the issues included the court system’s willingness to share data, the need for the DOC to prioritize data collection projects, and the culture shift for agents to collect certain data points. Priority Area 3: Support the development and implementation of changes to Intensive Supervised Release (ISR). Update: While on site, CSG Justice Center staff met with the leadership of the Transforming ISR committee to discuss the committee’s needs in the final months of the project. The participants largely agreed that the core challenge is the shift in culture from a strict surveillance model to a Risk-Needs-Responsivity model. Participants shared that individual agents were concerned about how this shift changes the day-to-day duties of the job and agent accountability when issues inevitably arise. CSG Justice Center staff offered examples of what had been successfully implemented elsewhere and agreed to provide additional resources via email.
