The Baltimore, Maryland Police Department (PD) requested an assessment of its crime-fighting strategies and tactics. Strategic Focus, LLC President, Dr. Malinowski, and his team of subject matter experts were selected as the providers.
This TA will involve an initial site visit to the US Probation/Tribal Community Corrections reentry court program for Ute Tribe members on federal probation that are reentering the tribal community. Based the site visit and observations made of the current program and cultural resources and traditional practices in place, recommendations will be made to enhance programming. Additionally, an in-person training will be scheduled after the site visit on Implementing Evidence Based Practices in Tribal Community Corrections.
Baltimore City requested help with protocols, treatment access, accountability, and evaluations of existing programs.
Pima County requested help with evaluation of existing diversion programs. They were formally accepted as a PLD mentor site under FY'17. They also aim to develop a new felony drug diversion program.
On June 1, 2017 Center staff visited the Orange County District Attorney's Office and conducted a half-day site visit that included stakeholder interviews and court observation. The purpose of the site visit was to examine existing prosecutor-led diversion programs and craft recommendations to improve the coordination of diversion options. Leading up to the visit, Center staff held several planning calls with Roberti Conflitti and Anthony Curti from the Orange County DA's Office to better understand caseload, diversion programs, and outcomes.

The NRTAC will be conducting a homicide unit assessment for the New Orleans Police Department. It is recognized that a previous BJA assessment was completed in 2010, however in light of the consent decree and other changes that have occurred, it has been requested the NRTAC examine existing recommendations from the previous report and explore implementation options and identify any new investigative/case management best practices.
The Baltimore, Maryland Police Department (PD) requested an assessment of their homicide investigation practices. John Skaggs was selected to fulfill the request and delivered the recommendations report to Baltimore PD in April 2017.
