The Baltimore, Maryland Police Department (PD) requested an assessment of its crime-fighting strategies and tactics. Strategic Focus, LLC President, Dr. Malinowski, and his team of subject matter experts were selected as the providers. During the course of two site visits in August, the team assessed Baltimore PD’s crimefighting process and procedures through interviews, focus groups, and visited two of the most violent districts in the city, and provided preliminary recommendations for improving Baltimore PD’s crimefighting strategies, building out Baltimore PD’s crimefighting infrastructure, and establishing SDSCs. The team submitted two site visit reports to BJA NTTAC in August 2017.
Baltimore recorded 344 homicides in 2015 and 318 homicides in 2016. The pace of homicides in 2017 is trending above 2016's rate. The rate of homicides comes after many consecutive years below 300 homicides. Other violent crime categories, including non-fatal shootings and robberies, have increased as well. The Pugh Administration, along with the Baltimore Police Department, is focused on the development and implementation of strategies that reverse this unsustainable trend of violence.

We have also been closely monitoring the success of the Strategic Decision Support Center model in districts 7 and 11 in Chicago. We seen the data indicating a 60% reduction in shooting incidents in district 7 and a 40% reduction in shooting incidents in district 11. We are also aware that Deputy Chief Malinowski was the chief architect of this model in Los Angeles, which has enjoyed impressive reductions in the rate of violent crime.
As in Chicago, small geographies in Baltimore account for a disproportionate amount of the violence. The Eastern and Western police districts in Baltimore, for example, account for 30% of this year's homicides. Through the adoption of the same principles, we believe we can achieve similar reductions in violent crime.
