The Baltimore, Maryland Police Department (PD) requested an assessment of their homicide investigation practices. John Skaggs was selected to fulfill the request and delivered the recommendations report to Baltimore PD in April 2017.
The purpose of the technical assistance is to improve the quality of their homicide investigations and clearance rates. Discussion items will include interview and interrogation tactics, photographic display tactics, how to gain cooperation from the most reluctant witnesses, how to better detective’s interactions with the public, witness relocation, utilizing recordings/recorded jail phone calls/recorded jail cells to improve investigations and conducting Perkins (undercover) Operations.
Due to the heavy workload on the homicide detectives, McCann requested that I meet with the homicide teams on three consecutive days, allowing them to divide their personnel into thirds to participate each day. Deputy District Attorney Kristin Trutanich will assist me during the three days to provide legal, tactical and support advice for the technical assistance.
The assessment portion of the visit will be to review their homicide operations and procedures, review the quality of their work product, case packages and the quality of their reports. I will also be available during this time to respond to any crime scenes or field investigations they would like me to.
