Funding Opportunity: Technical Assistance to Develop Standards and a Model Policy for State, Local, and Tribal Law Enforcement Agencies for the Acquisition of Controlled Equipment with Federal Resources

The Bureau of Justice Assistance (BJA) National Training and Technical Assistance Center (NTTAC) is seeking a provider to develop standards and a model policy for state, local, and tribal law enforcement agencies for the acquisition of controlled equipment with federal resources.

In January 2015, President Obama established a federal interagency Law Enforcement Equipment Working Group (LE Working Group), which developed recommendations for local law enforcement equipment acquisition. The LE Working Group recommended that law enforcement agencies that acquire controlled equipment using federal resources be required, among other things, to certify that they have adopted relevant policies and provided trainings on those policies.

BJA NTTAC’s request for proposal (RFP) is soliciting a provider to support the LE Working Group in further defining and developing these requirements, agency and equipment use standards, and model policies so that law enforcement agencies can be compliant with federal guidelines.

All responses to this RFP should be sent via email to BJANTTAC@ojp.usdoj.gov no later than 5:00 pm ET on July 2, 2015. For information on the objectives, deliverables, the instructions to apply, and the criteria used to evaluated each response, see the attachments below. Any questions can be emailed to BJANTTAC@ojp.usdoj.gov with ATTN: Anuradha Madan in the subject line.
