Building on its experience with justice reinvestment, the Urban Institute recently released the report Reforming Sentencing and Corrections Policy: The Experience of Justice Reinvestment Initiative States. Justice reinvestment is a data-driven approach to improve public safety, examine corrections and related criminal justice spending, manage and allocate criminal justice populations in a more cost-effective manner, and reinvest savings in strategies that can hold offenders accountable, decrease crime, and strengthen neighborhoods.
This report updates the findings that the Urban Institute presented in its 2014 Justice Reinvestment Initiative State Assessment Report and summarizes what has occurred in the 28 states that have engaged in the Justice Reinvestment Initiative (JRI) process from 2010 to 2016. More specifically, the report reviews JRI, including the JRI model and JRI policy reforms, as well as challenges, lessons learned, and performance measurement and outcomes.
