On April 27, 2017, the Bureau of Justice Assistance (BJA) National Training and Technical Assistance Center (NTTAC) released a request for proposal (RFP) seeking a training and technical assistance (TTA) provider to work with the Idaho Commission of Pardons and Parole and the Idaho Department of Correction to conduct a review of identified critical incidents involving felony probationers and/or parolees. The goal of this analysis is to discern whether the circumstances of individual cases may be related to components of Justice Reinvestment Initiative (JRI) federal legislation. Using case files and other pertinent materials provided by the state of Idaho, the selected provider will review approximately 25 critical incidents and identify a potential nexus to JRI legislation for each incident. The provider will then deliver a summary of findings, perform a gap analysis of existing justice programming in Idaho, and offer written recommendations for agency process improvement.
