While almost twice as many people are incarcerated in prisons versus jails on any given day, many more individuals touch the criminal justice system through a short jail stay than a stay in prison: Admissions to jails in the United States exceed 10 million per year. Substance abuse and dependence among jail inmates is prevalent: Jail inmates are 11 times more likely than the general population to meet the criteria for dependence or abuse, a figure that may have increased since the onset of the current opioid epidemic.
