Development of UML Profile for GRA and Open Source Tool. The developed profile will consist of:
•Building on the success of NIEM-UML (focused on data only) and leveraging GRA to extend the development of an IEPD to a full services specification.
•UML profiles for modeling GRA SSPs: a profile that will enable the development of Platform Independent Models for GRA SSPs, and a second profile that provides the parameters required to transform the Platform Independent Models for GRA SSP to GRA conformant SSPs (the Platform Specific Model)

The Global Reference Architecture (GRA) has embraced the concept of a service intermediary in the design and development of services. There are several advantages to a service architecture that includes the concept of an intermediary service. The goal of this paper is to outline the intermediary concept, how it fits into an overall service architecture, and the benefits of using an intermediary.
