Responding to the recognized need to measure effectiveness and efficiency of justice programs, a Global Performance Reference Model Task Team (PRM TT) is being assembled to develop guidelines, tools, and models for design, development, and implementation of performance measures, specifically for cross-boundary justice programs and initiatives. This task team’s outcome will be a series of free, easily accessible products housed in the Global Information Sharing Toolkit and geared toward a range of users, from executive decision makers to technology implementers. These recommendations will help stakeholders identify and employ important JIS components, approaches, and solutions, including the following:
• Promising practices and successes in performance measurement from other jurisdictions
• Reusable design tools, including performance dashboards, effectiveness or efficiency measures, and analytical data sets
• Mapping of performance measures to operational information exchanges
These kinds of products are well-aligned with Global’s scope and mission to improve the sharing of justice information. Performance measures, assessments, and analytics are critical information shared among agencies, and between government and the public, every day. These products would help ensure that this information is made available to the right stakeholders at the right time, in the format needed—and thus will help fulfill Global’s mission.

In addition to providing individual practitioners with useful tools and guidance, the proposed task team’s work would also have an aggregate national benefit. By encouraging the creation of analytical measures from operational data, Global would further incentivize the “opening up” of data in operational systems via standards-based services, which would, in turn, produce benefits from automation and increased information sharing.

Status:
• The task team has held two virtual meetings (May 4 and June 8), resulting in refinement of the effort into three main focus areas:
1. Mechanical issues, including data quality, collection, harmonization, algorithms; records matching/tying together records without common identifiers across different systems; model governance structures, or data sharing agreements.
2. Highlight activities and priorities to measure (including justice reform, problem solving/accountability/specialty courts) and measurement methodologies (e.g., dashboards, best practices).
3. Measurement processes and tools (e.g., dashboards, best practices, SPSS, open source social networking, predictive analysis.)

Next steps will include significant staff research on existing PRM efforts, best practices, and implementations to not only assemble a compendium of resources for the field but also to identify gaps where additional technical and policy recommendations and solutions are needed.
