In collaboration with the Bureau of Justice Assistance (BJA) Violence Reduction Network, an assessment of the Camden County, New Jersey, response to homicide offenses was performed at the request of Chief J. Scott Thomson. The purpose of this effort was to assist the Camden County efforts to reduce violent crime, conduct high-quality investigations, and produce successful prosecutions for homicide cases. The MCIT program engaged a subject-matter expert to assist with this this assessment—Detective John Skaggs of the Los Angeles Police Department. Detective Skaggs, along with VRN SME John Collelo of the Los Angeles County District Attorney’s Office, conducted an on-site visit to meet with personnel from CCPD and the Camden County Prosecutor’s Office (CCPO). During the three-day site visit, they met with executive command staff; observed internal briefings; and met with commanders, supervisors, detectives, prosecutors, and federal counterparts involved in homicide investigations and prosecutions. The team toured the police department facilities, reviewed an active homicide investigation case file, attended a weekly “huddle” case briefing meeting, engaged in numerous roundtable discussions, and spoke with individual investigators. In addition, they reviewed crime data, policies, procedures, and other documents related to the management and operations of the CCPD and CCPO homicide investigative function.
