Julia and Merissa held call with Kate to provide guidance on how to report inventory data into the PMT. Julia helped Kate frame questions for BJA about the best approach for entering PMT data.
Kate reached out via email asking about how to report baseline kits because some of the kits are being tested with WA legislative funding (i.e., not SAKI $$). But if CODIS hits come from those kits, they plan to use SAKI $$ to investigate. Should these kits be counted toward baseline?
Held call with Kate, Angela, and Mila to discuss best approach to entering kit data into the PMT
1. Kate - When determining what to report for the inventory range, Julia said it should go up until the date that the grant was awarded, but Kate took it as the date the application was submitted
1. Mila - Use the date the application was submitted (Kate is correct)
2. Kate - We have a contract with Sorenson. When a kit is ready to be tested, a request for testing goes to the crime lab. The crime lab reviews it and then they tell the local agency to ship the kit to Sorenson. Do we define kits as "submitted" when a request is sent to the crime lab?
1. Angela - Yes, that is correct.
3. Kate - We received $2.4 million to test our backlog before we were awarded the SAKI grant. We started ur SAKI inventory in June 2018. By that date, there had already been 3070 requests for testing submitting. Paige indicated that if kits weren't counted as part of the inventory then we couldn't use SAKI funding for investigation and prosecution of the kits. She suggested including those kits (3070) in our baseline. This led me to the question of how do I track the data that flows from those kits? I don't have a lot of data on those kits. Julia thought that those kits (3070) should not be included in the baseline.
1. Angela - You need to report those kits (3070) as part of your baseline. Anything that is a cold case that was associated with previously unsubmitted kits should be included. It doesn't matter what funding was used for testing to the kit - you can still use SAKI funds for investigating and prosecuting the cases. We don't want SAKI sites to not pursue cold cases just because a different funding source was used to inventory or test the kit.
2. Kate - We still have legislative funding to spend. There are kits within the SAKI inventory that are getting tested with legislative funding. Because we're a statewide site, we don't have access to some of the Performance Measures for kits. We do have CODIS hits and uploads, but the other data on the kits would be provided by the local agency if they are willing to share it with me.
a. Angela - Report what you can in the PMT. Provide explanations in the PMT where you are not able to report data.
b. Mila - Is it a lot of data that you can't provide?
i. Kate - It's unknown how cooperative each agency will be. The data will be on the investigation and prosecution of cases.
ii. Kate - We still don't know how thoroughly the local agencies will be using our state-wide tracking systems (LINKS NW).
iii. Kate- For the next Performance Measures, I'll have a better understanding of what kind of data I will be able to get because I'll be trying to track data that are more downstream.
iv. Mila - Do you provide subawards to the local agencies?
1) Kate - No. The only subaward is to the crime lab. Their systems are so antiquated that they can only send me paper reports for us to cross reference with our inventory data. The Crime Lab has finally agreed to send the reports for cases, which will give me the agency name and prosecuting office.
2) Kate - None of our law enforcement agencies are supported by us financially. We offer support to the local law enforcement.
