On November 15, 2017, the NCJA Program Analyst conducted an interview with the Florida SAA as part of its biennial study of Byrne JAG investments (see related deliverable in the NTTAC report). SAAs were informed in these interviews about services provided to state criminal justice agencies under this program, as well as instructions for submitting a request for TTA to NCJA staff. The Florida SAA emailed the NCJA Project Manager the following day to request TTA.
A call was scheduled on November 26, 2017 to discuss training and technical assistance options available under the Strategic Planning TTA Program to help states meet new Byrne JAG strategic planning requirements. The NCJA provided additional materials for the SAA's review, including a one-page summary about JAG and information about existing tools utilized for planning purposes.
The call was held November 30 with Petrina Herring and Rona Kay Cradit. During the call, we discuss the current structure. Local CJCCs develop plans and are awarded grant funds based on a population and crime data based formula. Florida does not have a comprehensive statewide plan, but rather separate local plans in 67 counties. They do not limit requests within the eight JAG purpose areas. They noted that it will be difficult to modify their approach because the process is defined in state law, as well as in administrative rule and local agencies and legislators like the current process.
The NCJA Project Manager and SAA staff continued discussions about planning needs and the possibility of hosting one of the NCJA Regional Training in conjunction with a large (700-1,000) criminal justice conference planned in Florida in July 2018, which would provide access to nearly 1000 CJS partners across the state. It was determined it would not be feasible to host these events together as the attendees for a Regional Training will also be primary attendees for Forum later that month. Nonetheless, there was an offer to provide breakout session at the Florida conference if desired.
In early April, 2018 the NCJA Project Manager notified the Florida SAA about three two-day regional strategic planning trainings to be held in 2018. The first would be hosted April 26-27 in Tampa, Florida. The second would be held July 25-26 in Tampa Florida. And the third was scheduled for September 24-25 in Minneapolis, Minnesota. The purpose of this training was to provide SAAs with hands-on TTA on the elements of effective strategic planning, data analysis for policy and program evaluation, implementation of evidence-based practices, and coordination with other components of the criminal and juvenile justice system in order to meet the FY2019 requirement of a comprehensive statewide strategic plan as detailed in the Justice for All Reauthorization Act. FL SAA staff attended all three trainings.
The NCJA reached out to the Florida SAA on November 26, 2018 to determine planning needs under the new JAG program manager and staff.
