In June, CSG Justice Center staff continued to speak with Pennsylvania stakeholders regarding the justice reinvestment policy framework and specific policy options. With the justice reinvestment working group final report completed and ready for release, the CSG Justice Center continued to coordinate with the District Attorneys Association, the Attorney General, Department of Corrections and the Governor’s office to coordinate the public release of the policy framework, which was published in June.

In June, North Dakota made progress in establishing the new Community Behavioral Health Program (CBHP) and setting up data collection mechanisms to track outcomes. CSG Justice Center staff conducted two site visits to provide support to the core implementation team planning for CBHP, learn state data systems and data collection capacity, and conduct a needs assessment of a potential CBHP pilot site.

In June, Montana made great strides in implementation planning, including the submission of a letter of interest to the Bureau of Justice Assistance for phase II technical assistance. The letter had bi-partisan and inter-branch support and the Governor remains supportive of the justice reinvestment initiative. A public bill signing ceremony will be held on July 19th at the State Capitol.

In June, CSG Justice Center staff published a brief document summarizing Montana’s justice reinvestment process and the enactment of nine legislative bills.

In June, Arkansas received approval from the Department of Justice, Bureau of Justice Assistance for its request to receive Phase II technical assistance to support the implementation of its justice reinvestment policy framework. CSG Justice Center staff continued to assist state leaders with establishing an oversight structure and convening initial meetings of issue-specific teams to collaborate on implementation priority areas.

During this period, the Urban Institue and Manatt held three webinars that covered 1)strategies for linking justice involved populations to health coverage 2)strategies for supporting coordinated, comprehensive systems of care, and 3)strategies for performance measurement. The third webinar on performance measurement was given in a condensed version a second time to the National Association of Counties (NACo).

CJI has started the process of planning for the continued rollout of an inter-rater reliability (IRR) process to determine scoring proficiency among the staff who have been trained on the risk assessment and needs q and identify additional training needs.

The Shelby County, Tennessee District Attorney’s Office requests that John Vaudreuil prepare and deliver a presentation at the Focused Deterrence Meeting. Mr. Vaudreuil delivered a presentation on developing a focused deterrence program from a prosecutor’s perspective, ensuring law enforcement commitment, and prosecuting individuals that violate the rules of the focused deterrence program on August 28, 2017 in Memphis, Tennessee.

The Shelby County, Tennessee District Attorney’s Office requested that Captain Cory Nelson prepare and deliver a presentation at the Focused Deterrence Meeting. Captain Nelson delivered a presentation on focused deterrence strategies employed by the Madison, Wisconsin Police Department on August 28, 2017 in Memphis, Tennessee.
