The St. Louis, Missouri Metropolitan Police Department (PD), as part of the St. Louis Public Safety Partnership (PSP) site, requested travel support for representatives to attend the SkyCop peer learning opportunity. ​BJA NTTAC provided travel support to three representatives from the St. Louis PSP site to attend the conference May 30, 2019 in Memphis, Tennessee.

During the January - June 2019 reporting period, IIR coordinated and hosted Ms. Nola Joyce, a PSP Strategic Site Liaison and subject matter expert, to present on a webinar about digital trust in June. Topics included crafting a digital ethics framework that can be used by police executives and stakeholders to guide discussions on technology, addressing public concerns on transparency of what and how data is used by law enforcement, and an overview of data integrity, security and control, and implementing the use of technology and data governed by a code of ethics.

The opioid abuse problem in the state of West Virginia and the associated increase in crime have reached an extreme level. Crime is often one of the by-products of drug abuse and addiction. According to the Uniform Crime Reports, the rate of violent crime arrests in West Virginia increased at more than twice the national average, 6.8% from 2014 to 2015 (3% increase for the U.S. as a whole).

As the City of Durham is experiencing a precipitous increase in its violent crime rate (especially in relation to firearm usage), the Durham Police Department (DPD) has identified there is a lack of timeliness and efficiency in the processing of evidence between agencies. DPD currently has a forensic lab (completed in 2008) but TIPS funding was secured to help the process of linking evidence between cases.

The city of Chicago’s violence is heavily concentrated in impoverished communities on the city’s Southside and Westside. Chicago Police Department’s use of TIPS grant funding will go to address the precipitous increase in gun crime in the Englewood District on the south side and the Harrison District on the west side.

During the January - June 2019 reporting period, IIR conducted planning, logistical support, and coordination for representatives from PSP site Toledo, Oklahoma to visit the Milwaukee, Wisconsin, Police Department Crime Gun Intelligence Center (CGIC) on May 1-2, 2019. During this visit, PSP Toledo learned about Milwaukee’s CGIC operational development, with particular emphasis on how ShotSpotter, crime analysis, social network analysis, and inter-agency shoot reviews were implemented to support the CGIC.

During the January - June 2019 reporting period, IIR conducted planning, logistical support, and coordination for representatives from PSP site Jackson, Mississippi, Police Department's Information Technology Department and Fire Department to participate in a peer-to-peer visit with the City of New Orleans Real Time Crime Center in April. During this visit, PSP Jackson was able to learn the intricate details of the real time crime center, from the camera feeds to the criminal database system, and how to manage and operate it.

Prosecutorial representatives from PSP sites Kansas City, Birmingham, Tulsa, and Memphis attended the Intelligence-Driven Prosecution Symposium hosted by the Manhattan District Attorney’s Office in Albuquerque, New Mexico on April 29-30, 2019. This symposium seeks to connect prosecutors and law enforcement officials from jurisdictions across the U.S. to focus on the future of criminal justice, share best practices, and develop modern strategies for crime reduction. The Symposium focused on innovation in prosecution, and featured presentations and panel discussions on reform measures.
