State Administering Agencies (SAAs) play a pivotal role in developing and implementing state and local criminal justice policy. SAAs conduct strategic planning, administer federal and state grants, and evaluate program effectiveness. In total, SAAs manage over $1.2 billion annually in federal grants, including the Byrne Justice Assistance Grant, Violence Against Women Act STOP, Residential Substance Abuse Treatment, Juvenile Justice and Delinquency Prevention Act, and Victims of Crime Act funds.

State Agency Administrators (SAA) and Governors’ Criminal Justice Policy Advisors (CJPAs) joined together in Charleston, South Carolina on December 14-15, 2017 for the Institute for State Criminal Justice and Public Safety Executives, hosted by NCJA and the National Governor’s Association (NGA). Representatives from 38 states and territories registered for the event which featured a robust agenda of high priority topics, networking opportunities and discussions.

The Bureau of Justice Assistance requested that Terrance Gainer facilitate a breakout session at the National Summit on Crime Reduction and Public Safety. Chief Gainer facilitated a breakout session on “The Role of Community Input in Violence Reduction” on June 21, 2017 in Bethesda, Maryland.
