Kelly Stoner and Bonnie Clairmont planned and provided a two day training. They discussed: the history, reauthorizations and provisions of the Tribal Law and Order Act and the Violence Against Women Act; VAWA SDVCJ implementation; protection orders and full faith and credit; and coordinated community response.

Kelly Stoner presented on the historical journey of the Tribal Law and Order Act (TLOA) enhanced sentencing and VAWA 2013’s Special Domestic Violence Criminal Jurisdiction. The presentation underscores how vital the exercise of SDVCJ and enhanced sentencing is to tribal sovereign judicial powers.

Kelly Stoner to present a session on "The Role of Tribal Coalitions in Tribal Code Development." This session explores the role of Tribal Coalitions in tribal code development with a focus on domestic and sexual crimes committed against Native women. This includes a discussion of VAWA Special Domestic Violence Criminal Jurisdiction and TLOA enhanced sentencing.

Kelly Stoner presented on the basics of civil and criminal jurisdiction in Oklahoma Indian country and described how Indian country jurisdictional issues may impact representation of clients in domestic and sexual violence cases, both of which included a discussion of VAWA Special Domestic Violence Criminal Jurisdiction and TLOA enhanced sentencing. Kelly also covered topics geared towards meeting the training needs of Oklahoma tribal domestic violence and sexual assault programs.

Jerry Gardner, Kelly Stoner, and Chia Halpern planned and assisted with the OVW Tribal Special Domestic Violence Criminal Jurisdiction Grantee Meeting. TLPI co-facilitated the meeting with staff from NCAI. TLPI assisted in facilitating participants discussion of their roles in establishing SDVCJ. TLPI facilitated each tribe's plan to implement SDVCJ. TLPI facilitated discussion regarding implementing SDVCJ in tribal communities.
