During this time, the site held a mock audit. Additionally, they created Officer In Charge (OIC) Guides to help senior staff know their roles and duties while on shift in lieu of an acting Jail Sergeant. Finally, the site worked with a vendor on the proper need and usage for implementing the use of body cameras.

This site drafted an MOU with another agency for outside reporting for the population as well as outside complaints. Penobscot is currently working with the Moss Group to develop a training curriculum as well as provide training for all staff and contractors.

During this time, the site secured a No-cost extension and submitted past invoices. The site began using a new online portal system for PREA staff training which is through its county training NeoGov training portal. They have selected a new PREA Investigator and they have completed required training. During this time, the site also worked with vendors to schedule the replacement of analog cameras with digital cameras.

This site experienced short staffing levels requiring them to revise the ways it implemented PREA policies and train staff. They have implemented a new handbook for those incarcerated, which addresses PREA and options for safety and reporting sexual abuse and harassment.

During this reporting period, the site successfully trained all lockup officers on PREA. They are in the process of purchasing supplies that will assist with all future PREA training and reporting.
