The Government of Guam's procurement process has been notoriously slow and hinders projects and deadlines. However, Guam DYA has finally secured their contract with Just Detention International to review practices and develop staff and youth education curricula.

This site began contracting with a new videographer to provide A/V Support with their PREA training resource. The contractor has provided new recordings and scripts for this project. The site has also prepared test questions for this resource, for Impact Justice's review.

At this time, the facility's juvenile population continues to be detained at nearby facilities due to an non-PREA related incident that occurred at the facility. The facility has completed a mock audit.

This site's contract with The Moss Group (TMG) continued, as TMG completed powerpoints for eight modules of pre-service staff training. TMG is currently working on videos for staff refresher trainings for the site.

This site completed training for two classes of new hires. They also engaged in ongoing volunteer and contractor training with their religious education programming, the Santa Fe Mountain center staff, who work on their ropes courses with youth at the facility. Bernalillo has modified PREA policies and modified their Resident Orientation Manual to discuss the possible discipline sanctions for residents who are engaging in inappropriate behavior. In addition, the facility modified their camera system and enhanced their staffing patterns with additional staff.

All academy recruits underwent PREA training. Further, the site modernized their training and reporting capabilities through new equipment, to allow for better reporting and instruction.

During this period, the site has been working with Just Detention International (JDI) to produce a regional jails training related to working with LGBTI folks, specifically treatment of transagender individuals. The training took place in May with over 60 individuals registered.

This site finalized the development and delivery of a specialized PREA investigator training through the Moss Group. Increased training of all staff and two investigators took place during this reporting period.

This site experienced short staffing levels requiring them to revise the ways it implemented PREA policies and train staff. The site has been relatively unresponsive.
