On Wednesday, October 16, 2019 from 2:00 to 3:30 PM EST, the Bureau of Justice Assistance (BJA) and the International Association of Chiefs of Police (IACP) hosted a webinar for Enhanced Collaborative Model (ECM) human trafficking task forces on the role of data and analysis in Human Trafficking initiatives. Ongoing assessment of task force effectiveness is a critical activity for all Enhanced Collaborative Model human trafficking task forces.

IACP will develop and conduct a strengths, weaknesses, opportunities, and threats (SWOT) analysis to identify TTA needs for each task force. The SWOT analysis will be conducted using electronic surveying and phone interviews. Based on the outcome of the assessments, in consultation with BJA, IACP will develop/enhance/refine training for delivery to the ECM task forces.

TA providers conducted a 2 day site visit August 14-15, 2019. This included a presentation at the Bernalillo County Leadership Meeting on the goals of the grant and the Stepping Up Initiative, a tour of the Bernalillo County Metropolitan Jail and Resource Reentry Center. This included discussion of current screening and assessment practices, and meetings with the core planning team to discuss grant deliverables, progress, and the P&I guide.

The Heart of Texas HTTF (based in Waco, McLennan Co., TX) has requested technical assistance and training on investigating and prosecuting cases in which the victims decline to participate as witnesses. The primary contact for this TA request, Susan Peters (director of the primary VSP) has stated that they have struggled with this a bit, particularly on the prosecution side, which is consistent with observations made during the site visit conducted in April 2019.
