Despite its title, the Residential Substance Abuse Treatment (RSAT) for State Prisoners Program (42 U.S.C. § 3796ff et. seq.) also allows states and U.S. territories to fund residential substance abuse treatment programs for juvenile justice-involved youth. Like programs for adults, the RSAT programs for juveniles must be, to the extent possible, evidence-based, addressing substance use disorders as well as mental health disorders, including the effects of trauma.
