Description: Community paramedicine through fire and emergency medical services departments are playing a pivotal role in addressing the opioid crisis through post-overdose outreach initiatives that respond to individuals after a nonfatal overdose. Efforts to prevent overdose fatalities through proactive engagement and community-based resource connections, called deflection, have increasingly included the use of community paramedics and have also been providing critical lifesaving intervention in the form of medications for opioid use disorder.

Panel Description
Law enforcement agencies around the country are exploring alternative strategies, called deflection, to promote safer and more positive interactions between law enforcement and people who have behavioral health needs. These strategies aim to prevent future crises and link individuals to community-based services facilitated by specially trained law enforcement officers. This panel will discuss how these efforts have helped law enforcement respond to the unique needs of their communities.

The 3rd Annual Ohio Deflection Training Summit (2024) was held from January 24th - 26th in Cincinnati, OH. CHJ will provide an in depth overview of COSSUP first responder deflection opportunities, as well as training and technical assistance support that grantees and non-grantees can get through BJA and COSSUP.

During this reporting period, IIR staff members provided complete logistical support to the following meetings and events:

2024 National Forum on Overdose Fatality Review—March 5–6, 2024. The forum included 21 sessions and 54 panelists. There were 452 confirmed registrations and 320 people attended the event. Attendees represented COSSUP grantees, federal partners, and interested stakeholders. The event was viewed as a huge success and received very positive reviews from participants.

The NMDPS took part in a similar meeting with Aja Pappas at BJA last fall and determined they may already meet the 10% jail requirement via Second Judicial Court which operates a drug court. NMDPS will look into details of prospective subawards, including reentry programs knowing that if programs are not considered community corrections they would not qualify. NMDPS will follow-up with BJA and RSAT-TTA on programs and requirements. NMDPS will share new NMDOC contact information with RSAT-TTA to help connect with DOC subaward programs and initiate TA, as needed.

Grantee formerly funded state DOC program (Silver Butte) but no longer funding sub-grantees. Tx services in MT jails and prisons are contracted out to community-based providers. Suggest communication with community-based providers for potential sub-awards. Providers should increase in-jail services and support from jail/prison is needed for MAT to be administered. It has not gotten off the ground yet. MT may be a good candidate to attend upcoming peer host site visit in Missouri.

Grantee was in need of assistance to meet 10% jail requirement. Only current subaward is state DOC. Suggested focus on rural jails since most urban jails are already fully funded and not interested in small RSAT award. Alternatively, connecting with an existing Tx program to further expand MAT is an option, i.e. Boulder county.

WY DOC is the grantee. There is no separate SAA managing the RSAT award. WY DOC has always used RSAT grant funds for the DOC SUD program. They were not aware of the jail programming requirement not how to distribute funds since they have no authority over county jails. This grantee is unique in that there is no separate administrative agency and grant funds go directly to the DOC.

SC currently only funds the state DOC institutions. SAA contacts are aware of at least one county correctional department providing drug treatment and intends to reach out to the county to gage interest and ability to utilize RSAT funds. RSAT TTA explained jail programming requirement and provided strategies to connect with jails to discuss opportunities to utilize RSAT funds.
