The St. Louis, Missouri Police Department (PD), as part of the St. Louis Violence Reduction Network (VRN) site, requested an assessment of their non-fatal shooting investigations practices. The Institute for Intergovernmental Research (IIR) was selected to fulfill the request and delivered the final report to the St. Louis PD in June 2017.
1. We have had several conference calls with John Skinner and he said St. Louis’s non-fatal shootings are up and based on communications between he and Chief Dotson, they have requested that IIR conduct a comprehensive assessment of SLPD’s investigative function as it related to non-fatal shootings. They would like for this to occur late February or early March and John said Chief Dotson is anxious to get this underway. To conduct a comprehensive assessment as requested, we will need a team of people sufficient to conduct interviews/discussions in teams of two with individual representing all ranks in the department and most functions, including patrol, investigations, communications, narcotics and gang units, intelligence, training, and more plus area task forces, the Circuit Attorney’s Office and the U.S. Attorney’s Office. SLMPD’s investigative structure is decentralized and it will be necessary for interviews to be conducted in the various districts also. Based on our discussions with John, we estimate the assessment (which will require a week of time on the ground by several investigators, a forensic specialist, a prosecutor and team lead, plus a week of SME time to write the report would require approximately 34k. I asked John if he and Chief Dotson were okay with this cost coming out of SLMPD’s allotted NTTAC funding and he said they were.
