At DHS’s request, IIR coordinates and supports efforts for the DHS Fusion Center Fellowship Program. The program is part of the joint DHS and U.S. Department of Justice (DOJ) Fusion Process Technical Assistance Program and is intended to enhance the sharing of information and intelligence between the federal government and state and major urban area fusion center partners. In support of this initiative, IIR coordinates monthly accommodations, travel arrangements, and temporary duty reimbursement for the state and local participants selected for the assignment in Washington, DC. In July 2015, after successful clearance processes, DHS selected an individual to serve a one-year fellowship. The position is embedded within the Terrorism Screening Center in Washington, DC, and the individual works side by side with federal analysts and state and local law enforcement detailees on time-sensitive intelligence watch and warning matters. During the January through June 2016 reporting period, the detailee attended each of the four fusion center regional meetings. During the July–December 2016 reporting period, the detailee completed his fellowship, which concluded on October 31, 2016.
