The 2023 Police, Treatment, and Community (PTACC) Deflection and Pre-Arrest Diversion Training Summit was held in Seattle, Washington on October 28-November 1, 2024. Over 400 people attended the summit, including COSSUP grantees. Attendees and presenters included law enforcement officers and other first responders, behavioral health practitioners, community-based service providers, deflection program managers, researchers, and officials from the local, state, and national levels. There were also representatives from several national and international organizations, many of whom belong to PTACC and were at the summit to learn more about deflection, serves as subject matter experts (SMEs), and present at one of the many plenary sessions. As the BJA COSSUP National Deflection TTA Center, TASC’s Center for Health and Justice (CHJ) was invited by the PTACC National Leadership Committee (PTACC NLC) to participate in several aspects of the summit and to provide training, technical assistance, and support for COSSUP grantees attending. TASC’s Center for Health and Justice played a critical role in the planning and execution of the summit by organizing presentations and activities, moderating panel sessions, and serving as SMEs throughout the summit. Additionally, the PTACC National Leadership Committee invited CHJ, in their capacity as the BJA COSSUP National Deflection TTA Center, to organize and facilitate the two-day action planning session during the summit. In this role, CHJ conducted pre-summit training sessions to help familiarize COSSUP grantees with the action planning process, organized the necessary materials and personnel, and provide one-on-one assistance and leadership to participating teams during the conference.
Oct. 10: Pre-Summit TTA Webinar—after surveying all summit attendees to gauge their interest in TTA
opportunities being offered at the PTACC Summit, and then sending invitations to interested teams and
individuals, IACP and CHJ staff held a pre-summit webinar to inform interested attendees about the levels of TTA
offered and the action planning being facilitated for teams wanting to start or enhance a deflection program.
o Oct. 31 – Nov. 1: During the last day and a half of the summit, IACP and CHJ staff worked with teams and
individuals from several jurisdictions, including Navajo County, AZ; Fulton County, GA; Lafourche Parish, LA;
Syracuse, NY; Avery County, NC; Hancock County, OH; Multnomah County, OR; and Olympia, WA, as well as a
team from U.S. Department of Veterans Affairs as part of their efforts to expand their veterans deflection
initiative nationwide.
