On October 2, 2024, members of the State and Local Anti-Terrorism Training (SLATT) Program team, two SLATT subject-matter experts (SMEs), and local representatives from the Ohio Statewide Terrorism Analysis and Crime Center fusion center and the Ohio Traffic Safety Resource Prosecutors, delivered an in-person training course titled, “SLATT Sovereign Citizen Awareness: An Overview for Law Enforcement.” The eight-hour presentation consisted of lessons from the “Prevent and Respond: Officer Training to Effectively Counter Terrorism” (PROTECT) course curriculum and was hosted by the Ontario Police Department in Ontario, Ohio. Prior to the event, a training flyer was developed and broadly disseminated. The training event focused on building awareness for frontline law enforcement officers who are responsible for addressing complex terrorism and targeted violence threats within their jurisdictions, with a focus on the Sovereign Citizen Movement. The course consisted of a SLATT Program Overview followed by the following lessons: “Sovereign Citizen History;” “Sovereign Citizen Ideology;” “Sovereign Citizen Encounters with Law Enforcement;” “Sovereign Citizen Harassment and Planned Violence;” “Criminal Statutes for Sovereign Citizens” and a threat brief and overview. At the conclusion of the event, participants were provided with SLATT Program resources, to include half cards containing SLATT membership information. In addition, participants were provided with QR codes to download presentation resources and to provide evaluative feedback. Approximately 40 members of the Ontario Police Department and law enforcement officers from surrounding jurisdictions attended the in-person training event. Of the 21 attendees who provided feedback, 100 percent found the instructors to be effective and knowledgeable, were satisfied with the course, found the information useful, indicated that their knowledge increased, that the course was relevant to their job, that they plan to apply lessons learned from the training, and that they would recommend the course to others. Attendees commented that the presenters were knowledgeable and that the course was “insightful and informative.” One student noted that they had been seeking a sovereign citizen course for years and were pleased to attend the SLATT training, while another student stated that they appreciated that the course focused on more than just the sovereign citizen threat by including actual incident information and broader threat topics.
