eHealth Exchange Integration

• The proof-of-concept pilots have been performed in previous reporting periods. The next step is to stand up pilots using live patient data in production. However, that work cannot be performed nationally because BJA is unable to sign the Data Use and Reciprocal Support Agreement (DURSA) and pay the annual fee to eHealth Exchange. The RxCheck team has had numerous discussions with the eHealth Exchange, and they have agreed to allow individual states to sign the DURSA and pay an annual fee of $25,000 to connect in production.
• During this reporting period the RxCheck team has conducted numerous calls with CyncHealth in Nebraska about making an eHealth connection. IJIS has reviewed the budget from Tetra Ventures for making the connection work with Nebraska’s unique integration environment and it is within the eHealth budget.
• This live pilot will be enabled once CyncHealth signs a DURSA with eHealth and IJIS executes the RxCheck MOU with the eHealth Exchange.
• CyncHealth has received permission to proceed with the eHealth pilot and all parties are now working on the details of the various agreements.

Title 5 Tribal Integrations

IJIS and PDMP TTAC team members have had ongoing conversations with several state PDMP administrators and integration vendors regarding EHR integrations, working to define technical or logistical barriers while identifying potential system resources for future integration. IJIS has also continued to engage with the CDC and ONC regarding their continued promotion of state PDMP EHR integrations with non-IHS tribal health care systems.

Denver Indian Health and Family Services (DIHFS) - In July of 2024, DIHFS went live on RxCheck with integration services provided by EHR vendor LogiCoy, Inc. for an 18-month contract period with LogiCoy, Inc. providing the PDMP/EHR integration services with Rx data analytics.

Ponca Tribe of Nebraska - A second tribal integration was completed during this reporting period. After numerous calls and meetings with Ponca Hills & Ponca Urban Tribal Healthcare Systems and their EMRs (Aprima) / PDS (ScriptPro) vendors, integration agreements were reached with ScriptPro to upgrade their Pharmacy Dispensing System (PDS) to provide for PDMP/EHR integration within the Nebraska/CyncHealth HIE. ScriptPro and third party EHR vendor LogiCoy Inc. worked together to upgrade and complete the EHR integration into all of Ponca’s Pharmacy dispensing systems so PDMP data can be shared with Clinical services. This integration was completed and went live in production on September 30th, 2024, in Ponca Hills HC – Norfolk, NE; Ponca Urban HC – Lincoln, NE; and Ponca Urban HC – Omaha, NE,

Utah & Colorado PDMP/EHR Data Sharing - Both state PDMP’s have agreed to start EHR interstate data sharing for all integrated HCEs and to prioritize Tribal EHR interstate data sharing. Both states have indicated they are looking to expand their HCE/EHR integrations data sharing to other states as well.

Clinical Opioid Summary with Rx Integration (COSRI) - The CDC requested for COSRI – an open-source software application for viewing controlled substances, including pain medications, dispensed to a patient, along with supplemental data for personalized risk factors for opioid misuse, to be an enhanced development to work along with the RxCheck Hub service. COSRI is a SMART-on-FHIR application that can be implemented either as a free-standing application or integrated with an existing electronic health record (EHR). It is open-source data analytics developed by the University of Washington. IJIS provided a task order to its RxCheck technical solutions provider (Tetra Ventures) to build the COSRI (SmartCheck) Smart-on-FHIR App that works with PDMP’s utilizing RxCheck. This App will benefit Tribal integrated entities, as well as all users of RxCheck. The App was demonstrated to the CDC and University of Washington personnel during this reporting period. During that call, the CDC requested IJIS to work with the University of Washington to modify the actual COSRI App for Washington’s “HIE” OneHealthPort, to allow for direct PDMP/EHR integrations with RxCheck. This work was well underway during this reporting period. Washington PDMP Administrators are continuing to seek a permanent cost-free solution for RxCheck tribal integrations using the HIE.
