Denver Indian Health & Family Services (DIHFS) Pilot Project: On 07/23/24 DIHFS went live in the RxCheck Hub with the Colorado PDMP providing PDMP/EHR patient Rx data integration within DIHFS’s eClinical Works (eCW) EMRs environment. This integration was a first for a Non-IHS Tribal Healthcare entity, PDMP/EHR with a state PDMP utilizing both third party PDMP and EHR vendors. IJIS was instrumental in the negotiations and provisioning of DIHFS to the Colorado PDMP/EHR integrations program. IJIS collaborated with LogiCoy to provide this integration service. EHR integration service provider LogiCoy provided the RxCheck interface for DIHFS and the CO/PDMP. This method was used because eCW refused to develop a dedicated RxCheck endpoint connection into the eCW/EMRs platform. DIHFS is Denver's only Urban Indian Health Program providing culturally appropriate care for American Indian and Alaskan Native adults, children, and families. DIHFS serves primarily the Denver Metropolitan area including Adams, Arapahoe, Boulder, Broomfield, Denver, Douglas, Jefferson, and Weld Counties. Nebraska - Ponca Tribe of Nebraska After numerous calls and meetings with Ponca Hills & Ponca Urban Tribal Healthcare Systems and their EMR’s (Aprima) / PDS (ScriptPro) vendors, integration agreements were reached with ScriptPro to upgrade their PDS to provide for PDMP/EHR integration within the NE/CyncHealth HIE. ScriptPro and third party EHR vendor LogiCoy worked together upgrade and complete the EHR integration into all of Ponca’s Pharmacy data systems and so PDMP data can be shared with Clinical services. This integration was completed and went live in production on September 30th in the following locations: Ponca Hills HC – Norfolk, NE., Ponca Urban HC – Lincoln, NE., & Ponca Urban HC – Omaha, NE.
Utah and Colorado agreed to start EHR interstate data sharing for all integrated HCE and to prioritize Tribal EHR interstate data sharing. Both states have indicated they look to expand to other states their HCE/EHR integrations data sharing as well.
Washington State – Is working to provide for exemption for Tribal integrations from WA’s OneHealthPort (HIE) and to allow for direct PDMP/EHR integrations. WA PDMP Admin will continue to follow up and advise a permanent solution. Numerous calls were held during the reporting period.
A re-evaluation of all Title V (638) non-IHS Tribal HCE has produced a limited number of qualifying HCE’s due to either, the HCE’s use of IHS’s “RPMS” Electronic Medical Record (EMR) system, or states which offer paid PMP/Gateway subscription services. The sites listed below are still a potential for integration.
• New York – Evaluating tribal integration with St. Regis Mohawk Health Service.
• Nebraska - Provided CyncHealth with assistance in discussions with PONCA HCE for Tribal integration.
• Wisconsin – There are several Tribal HCEs in the state, however, Wisconsin PDMP has only allowed PMDP/EHR integration through their FHIR application and is not using RxCheck. The conversation is ongoing with the PDMP Administrator.
• Washington - Evaluating several possible Tribal integrations and University of Washington COSRI Rx informatics health risk assessment tool with PDMP Rx data.
• Oklahoma – TTAC continued discussions with the PDMP Administrator for Tribal integrations.
Governance Board Meeting – Kansas City, MO September 24 – 25, 2024:
The RxCheck staff attended the quarterly Governance Board meeting in Kansas City on September 24 and 25, 2024 and presented on the enhancements being bult with Maryland, RxCheck status, eHealth exchange progress and the tribal integration work. We also met with PDMP administrators about potential tribal integrations and encouraged other states to participate in that effort.
COSRI/SmartCheck App:
At the request of the CDC to incorporate the COSRI app into RxCheck, the IJIS Team began evaluating the app and its capabilities and explored the best way to bring those informatics research & evaluation capabilities into RxCheck. It was decided the best way to proceed was to build a “SmartCheck” APP and bring into it as much of the COSRI capabilities as possible. The APP is in the process of being built and will be completed and demonstrated in the next quarter. The following documentation will also be completed with the completion of the APP: Technical Install Documentation; EPIC & Cerner FHIR App Certification; Implementation & Configuration – Pilot Site (1); Testing; User Manual; UAT - Deployment & Support; Integration Test backend and hub; Swagger API; Configure the SmartApp with EHR simulator; Modify App Backed to Integrate with RxCheck SRS & Hub; Capability for the Multi-State Queries; Integrate with NIH API & Make it Configurable; Ability to work with Multiple HCEs (Bridge Connections); and Install updates to the QA server; and QA the adapter and Bug fixing.
