On July 16, 2024, members of the State and Local Anti-Terrorism Training (SLATT) Program team and subject-matter experts (SMEs) provided two technical assistance (TA) deliveries to members of Thomas Jefferson University and Hospital and to associated hospital, and university, administrators and personnel. The TA sessions were delivered to distinct audiences, as detailed below.
• The afternoon TA session, titled “Introduction to Terrorism and Targeted Violence for the University and Hospital Administrator,” was intended for non-public safety hospital and university administrators, and consisted of curriculum from the Prepare and Ready: Executive Planning for Agencies in Response to Extremism (PREPARE) course. The lessons included a comprehensive SLATT Program overview; an introduction to the Department of Homeland Security, Federal Emergency Management Agency, National Preparedness Goal and its associated framework; a high-level terrorism and targeted violence threat overview; and a review of best practices for active shooter and First Amendment protest-style events. Members of the DVIC fusion center supported the TA event by providing a local threat overview and available resources. SLATT Program resources, to include SLATT resource cards, were provided to all attendees. In addition, QR codes were available to download presentation resources and to provide evaluative feedback. Approximately 40 hospital and university personnel, and members of the Philadelphia PD, attended the TA session. Notably, the president of Thomas Jefferson University Hospital attended and was very impressed with the training, which resulted in a subsequent request for additional, future SLATT training. Of the attendees who provided feedback, 100% found the information useful, were satisfied with the course, indicated that the course was relevant to their job, that their knowledge had increased, that they would apply what they had learned, and that they would recommend the course to others. Attendees noted that the most valuable aspects of the training included the importance of emergency management planning, identifying key resources within relevant organizations, and partnerships.
