Deflection: Community-based responses to substance use and mental health challenges at intercepts 0 and 1
Description:
Individuals with substance use, mental health, and co-occurring disorders frequently come into contact with law enforcement and other first responders (fire and emergency medical services). This may lead to arrest and use of emergency resources, like emergency departments, that do not address the underlying causes of contact. Through collaboration with first responders, communities can identify at-risk individuals before crisis, connecting them to more effective and appropriate care. In this session, a panel of experienced professionals in the fields of behavioral health and criminal justice will discuss opportunities for early intervention at Sequential Intercept Model Intercepts 0 and 1. Panelists will describe opportunities and challenges associated with cross-sector collaboration and the role of different key stakeholders in engaging at-risk populations prior to criminal justice involvement. The panel will conclude with the opportunity for the audience to ask questions and engage in discussion.
Panelists:
• Major Brittney Garrett (former), Director of Training and Outreach, The Police Assisted Addiction and Recovery Initiative
• Senior Lieutenant Allen Herring, Behavioral Health Unit Executive Officer, New Castle County (DE) Police Department
• Brandee Izquierdo, Director of Behavioral Health Programs, The Pew Charitable Trusts
• Lieutenant Chuck Sawchenko (ret.), Delaware Behavioral Health Consortium LE Subcommittee
• Moderator: Hope Fiori, Senior Program Manager, TASC’s Center for Health and Justice
Learning Objectives:
• Define and understand intervention frameworks for engaging at-risk populations prior to criminal justice involvement
• Identify essential stakeholders for public safety and public health collaboration
• Describe the opportunities and challenges associated with cross-sector collaboration to serve people with addiction and other behavioral health issues
