The 2022 Police, Treatment, and Community (PTACC) Deflection and Pre-Arrest Diversion (PAD) Training Summit was held in Chicago, Illinois on August 2-5, 2022. Nearly 300 people attended (including approximately 100 COSSAP grantees) from 35 sites. Attendees included law enforcement officers and other first responders, behavioral health practitioners, community-based service providers, deflection program managers, researchers, and officials from the local, state, tribal, and national levels.
The goals of the summit were to provide an orientation to the field of deflection, enable site-based teams to plan new deflection or PAD programs or enhance existing programs, and to offer practitioners with an advanced knowledge of deflection and PAD the opportunity to engage in immersive workgroups and peer-to-peer learning. Teams who attended the summit to plan or enhance deflection programs used the Solutions Action Plan (SAP), an evidence-based tool that helps sites develop deflection strategies that will be ready to implement immediately upon return to their communities.
Using a five-point Likert scale, summit attendees were asked to evaluate the plenary and breakout sessions held each day. Attendees were asked for each session if the content was relevant, the concepts were helpful, the strategies provided were helpful, actionable ideas were presented, and if the faculty knew the subject matter. Of the 22 sessions held during the four-day summit, only two scored below a four for any of the questions. Attendees also provided comments, which will be shared with summit planners and used to inform the planning and implementation of future training summits.
