Melissa Pope, Chief Judge of Nottawaseppi Huron Band of the Potawatomi Tribal Court reached out the TLPI to request technical assistance for the Michigan Tribal State Court Forum . Judge Pope contacted TLPI because of our work in the areas of tribal-state collaborations and tribal-state court forums. The Forum would like TLPI to provide a facilitator to assist with the cross jurisdictional communication as well as present on the topic of best practices in tribal-state collaboration and tribal-state court forum enhancement and sustainability. The two-day Judicial Forum Meeting will be held from June 6-7, 2022 at Fire Keepers Casino Hotel in Battle Creek, Michigan. The Judicial Forum Meeting is designed to bring tribal and state judges to develop an understanding of the problems and challenges faced in an effort to collaborate for safer communities. By increasing understanding and finding common ground, the attendees strive to work together to find solutions to these problems and challenges. The Forum has been struggling to keep the work of the Judicial Forum moving forward with the challenges that existed before the COVID-19 Pandemic of improving the care of American Indian Children pursuant to ICWA and the Michigan Indian Family Preservation Act, as well as issues with enforcement of Tribal Court Orders that became apparent when implementing the limited jurisdiction restored in VAWA 2013 that are now even more critical to address as Tribes begin the work to implement the restored jurisdiction that was expanded in VAWA 2022. To provide the facilitation and a tribal-state collaboration presentation, TLPI contacted retired Judge Bill Thorne, who has unique expertise as both a tribal judge and a state judge. TLPI is proposing to pay travel and consulting fees to Bill Thorne, who is a key consultant and a highly regarded expert in the field.
