NCPCV will do the following:
3.1 Draft a Network User Manual:
• NCPCV will draft and provide a user manual, customized as necessary, for the network
that describes its purpose, the available resources, and how to use them. The proposed
services to be offered in this section will be reviewed by the advisory board. The manual
will be reviewed by and approved by IIR. All resources and processes described below
will be reviewed and approved by IIR. Further details for each of the four lanes of work
are below.
• Timeline: The user manual should be completed before the kick-off meeting and training
for pilot sites.
3.2 Develop and Customize, as Appropriate, a Supporting Network Material:
• NCPCV will develop and customize, as appropriate, a lane of resources as follows:
Network Lane 1—Indicators, Telehealth, and Clinicians:
o NCPCV will develop behavioral indicators appropriate for law enforcement.
o NCPCV will develop criteria and standards for culturally competent clinicians and
mental/behavioral health providers to be accessed by users.
▪ Before additional conversations with the national Fraternal Order of Police are
held, NCPCV will discuss with IIR to ensure there is no conflict with a possible
collaboration with them on this activity.
Network Lane 2—Resource Directory
o NCPCV will share the curated list of resources. NCPCV will develop a protocol for
review and vetting of new resources.
Network Lane 3—Support Network
o NCPCV will share the protocols for developing the support network(s). During the
proof-of-concept phase, NCPCV may revise or develop additional protocols needed
for establishing support networks. Any adjustments will be approved by IIR.
o In addition, NCPCV will develop criteria and appropriate training for staff members
who will moderate the sessions.
o After discussion with each pilot site, a determination will be made as to whether the
services will be available to retirees and/or family members.
Attachment A
Network Lane 4—Officer Wellness Training
o NCPCV will provide access to the learning management system (LMS) for IIR’s
review.
▪ NCPCV will provide the user manual for the LMS.
▪ NCPCV will review with IIR the data collected from users and the data retention
schedule.
o NCPCV will provide all proposed curricula to IIR for review and approval.
▪ Curriculum includes announcements, instructors, course materials, student
materials, evaluations, and any other related resources.
• Timeline:
o Lane 1 materials should be provided within 30 days of SOW execution.
o Lane 2 materials should be provided within 45 days of SOW execution.
o Lane 3 materials should be provided within 60 days of SOW execution.
o Lane 4 materials should be provided within 75 days of SOW execution.

- The organizational and/or community needs specific to the request for TTA services.
- The benefits or anticipated outcomes from the receipt of TTA services.
