Before the holidays, Mike informed SL that they were working on a training curriculum for certifying sexual assault response officers. However, during our January check-in Mike stated that they ran into an issue with "certification". The prosecutors that they discussed this with brought up an issue that may arise by doing it in this way. If they "certify" officers on this, defense attorneys will then bring doubt in cases where officers that are not "certified" in sexual assault response. Their suggestion was to do the 40-hour course, however, give certificates and not "certify". This way they can ask the investigating officer if they have had training on sexual assault investigations and they can say they have, but it shouldn't hurt those that have not.

Monthly check in with site to ask if they received the edits I suggested for their training slides, which they did and proceeded to send on to BJA. I also asked if they had any site success during which they shared, "We also have released our new Track Kit system to the entire state for law enforcement, SANEs, and prosecutors to use. We have had good success getting those agencies to cooperate with the new system voluntarily at this point. So far, we are sitting at approximately 88% compliance.

We had also proposed two pieces of legislation that have both passed our house and senate and just await the signature of the governor. One deals with making it mandatory for law enforcement and SANEs to use the tracking system and gives our office the power to oversee this system. The second is to establish a statewide SANE coordinator within our office along with a second person to assist with that program. I was a little concerned about that one because it was adding two full-time employees and I didn't know if that would fly, but it did.

Our federal case on a repeat sex offender that was found to be in a sexual assault kit from 2003 has been moved to May. I am anxious to see how that goes, should be a slam dunk. Victims, one 14 and one 15 were sexually assaulted by an unknown male. I'm not sure why the kits were not sent previously, but they weren't. Turns out to be a 3-time convicted sex offender plus, kidnapping 2nd, impersonation of a police officer, multiple assaults on peace officers, and multiple domestic abuse with injuries. This will be a great person to get off the streets."
