Progress on FY19 and FY20 grants
Partially tested kits
Just sent out inventory requests to all LE agencies across the state.
Using forklift approach with 2016 project, and plan to do that here too.
Pleasantly surprised at the number of people asking questions and wanting to get it done. Over 30 agencies already sent in their inventory numbers!
Lab has been helping with this inventory. Might want to ask if they have any kits in their possession. May have already addressed, but certainly will check. Medical examiner might be housing any kits as well.
Can we use SAKI funds to pay overtime for LE to perform partially tested kit inventory.
Also should be reviewing homicide cases with a SA component.
BJA to extend April 30th inventory deadline? How would funds be tied up if the deadline gets extended.

Completing PMT from a state perspective
It collects data on cases globally, but profiles is only interested in cases that return a hit. But for cases with work done that didn't receive a hit, how do we document that. No way to track cases that don't return a hit, but are still investigated.
Environmental form before we can spend any funds for FY20. NEPA assessment; special withholding condition. Spoken with Mila about it. Laboratory has to complete it. We haven't procured the lab for the next round of testing, contract with Bode has expired. BJA working on revising the special withholding condition to allow for 25% drawdown. Julia to check in withholding condition has been revised. Need NEPA approved so they can have access to the 25% of funds, because CA to help them get inventory done.
Want funding released to get (2) crime analyst hired, want help with wrangling agencies.
State police has worked with ViCAP to be a hub. Their unit is going to be the actual ViCAP resource hub.
Brief check in for any needs. Worked to schedule call for beginning of May with Carey Hendricks included. Scheduled call.
Not all agencies have responded to partially tested kit inventory request. Almost finished with non-response follow-up to get remaining agencies' information for partially tested kit inventory. We discovered some conservatorships, not a police department. They're a collection site only They're security for the hospital, any crime would be turned over to the investigating body. They would need to fill out agency information. Julia provided inventory certification form to Kelly again and reminded her of BJS approval requirement.
Forensic lab, especially with a lot of older cases, cases have been archived, they requested archived records. But records were delayed. They've gotten most of them at this point. Working on checking on the latest testing on these kits.
For grant reporting purposes: We have 700 that have been recorded on inventory spreadsheet. Some of them with resubmitted with technology. So only include kits that haven't been tested with updated technology. They've been reviewing based on grant criteria.
We have identified a small number of unsubmitted kits that weren't submitted in prior inventories. For any kits discovered that were unsubmitted, should use current SAKI funding to test those.
FY20 grant Purpose Area 1, should include any partially tested kits and any unsubmitted kits that you want to test for PMT reporting.
2016 legislation changed, submit for testing. Unless they meet a strict set of exclusionary criteria. For these unsubmitted kits, we've designated them as pre 2016 or after 2016. Those kits after legislation, have to go to lab first. We could still funding if lab wants to outsource. For the purposes of the inventory, we would still include those. A few jurisdictions who have a few kits that should have been submitted since 2016, but they didn't. Yes can use SAKI funding for these additional kits.
Clean break. FY19 grant is being used for investigation and prosecution for FY16 kits. But FY20 is for anything new.
