The Baltimore PD identified an opportunity to provide standardized guidance to its personnel on case management and review, crime guns, and crime scene management. In response to TTA requests from the Baltimore PD for assistance in developing trainings on these priority areas, IIR, with approval from BJA and in close consultation with the Baltimore PD, developed virtual trainings that leverage an interactive training platform to allow the department to educate a large number of personnel based on workload and schedule requirements. These pilot courses are not intended to replace extensive skill development schools and will instead set baseline expectations for personnel. IIR SMEs and program staff are leading course development, design, and production, with input from the Baltimore PD on department-specific imagery, messaging, policies, and guidelines. The crime guns training also includes significant input from PSP’s federal partner, ATF. The crime guns and crime scene management trainings were shared with BJA for its review during the July - December 2020 reporting period. In February 2021, the courses were piloted to BPD and once IIR incorporated feedback from the small pilot group, the two courses Law Enforcement Guide to Crime Guns and Crime S.C.E.N.E. Excellence were deployed to over 2,000 sworn and civilian members of Baltimore PD. Generic versions of the two courses were developed and housed on IIR's learning management system platform for piloting and enrollment of other PSP sites during the January - June 2021 reporting period. These trainings also will be developed for a more general audience to enable all PSP sites to benefit from this subject-matter expertise on best practices. As priorities of BPD have shifted in recent reporting periods, no further development has taken place on the initial proposed Case Management virtual course specifically for BPD. The site engagement ends in September 2022.
