At BJA’s direction, IIR and a team of SMEs conducted a pre-visit conference call and questionnaire and an on-site visit to conduct a nonfatal shooting and gun violence reduction assessment site visit to support the Davenport PD’s efforts to reduce violent crime by reducing gun violence and enhancing its capacity to conduct comprehensive nonfatal shooting investigations. As part of this site visit, the SME team interviewed members of the Davenport PD’s command, investigative, patrol, crime lab, crime analysis, intelligence, victim/witness, and training staff. The SMEs engaged in additional discussions with representatives from agencies whose responsibilities also intersect with gun violence investigations in the city, such as the ATF, USMS, and USAO—Southern District of Iowa. As follow-up to the site visit, IIR worked with the SME assessment team to develop a comprehensive report detailing observations and recommendations for strengthening gaps in nonfatal shooting investigative process—from investigation to prosecution. Upon completion of the report and BJA’s subsequent review and approval, the final report with findings and recommendations was submitted to the USAO—Southern District of Iowa and leadership at the Davenport PD, the two lead agencies for PSP Davenport. The follow up virtual assessment report review took place on October 2, 2020.
