The Maricopa Police Department (MPD) is requesting training from the Bureau of Justice Assistance to train 61 sworn personnel and 7 civilian personnel on the "Nobility of the Law Enforcement Profession and how to the Survive a 25+ year career." All MPD personnel will be required to attend and surrounding agencies in Pinal County will be offered invitations. Ideally the training will be held on any Wednesday in two (2) Four (4) hour sessions with approximately 50 attendees in each session. A training location would need to be secured, however there are options in Maricopa such as training room through the University of Arizona. .

Maricopa was incorporated as a City in 2003 and in October of 2013 will celebrate its 10 year anniversary. The Police Department was created in 2007 and became fully operational with 3 shifts running 24/7 in January 2008. The Maricopa Police (MPD) is only 6 years old and has experienced professional "growing pains" resulting in an external audit through its formation and growth. Over the course of the last 6 years, MPD has been challenged with ongoing publicly exposed ethical dilemmas, turnover in executive leadership and a mass turnover in line staff. This has left behind the current Chief and his Command Staff with the task of rebuilding an Officer’s confidence in the Internal Affairs process, transparency of the discipline process and regaining the public trust in the department.

How do you anticipate that the requested assistance will address the problems?
In September 2013 MPD will be moving into its first police station and this creates and opportune time for a "re-birth" of the department. Maricopa's mission is to be open, responsive and accountable while serving the public with integrity." A training on the nobility of the law enforcement profession and how to survive a long-term career will aide in providing outcomes that meet an objective of providing quality municipal services to its residence and restoring confidence to its Officers who are charged with keeping the community safe.

Maricopa is located 20 miles southwest of Phoenix and this strategic location has resulted in officers comparing themselves to the larger jurisdictions in the metropolitan area even though our community has vast differences. Training in the metro area is also difficult to attend when openings are given preference to those larger agencies, leaving less desirable dates and times for MPD officers to attend. The Maricopa Police Department needs to create their own identity and their own nobility and developing personal commitments to the community they serve. The Chief of Police has attended an overview of the training and believes this will help all personnel with developing their "personal" commitment, satisfaction within their career choice, and a sense of pride which will result in retention of personnel.

The Victim Assistance Program (VAPS) began in 2009 and is comprised of 11 sustained volunteers. The volunteers complete a required training program and are expected to maintain strict standards of behavior, discretion and confidentiality. The VAPS Program offers 24/7 on scene crisis and information services to assist victims. When an officer is on the scene and identifies a need for victim assistance, a volunteer is called. Volunteers may provide a myriad of services that include but are not limited to short-term crisis intervention, information and referrals and the coordination of a safe place to stay. In 2012 the main type of services provided was information and referrals and transportation. Case information is documented in an approved department form and in compliance with departmental policies.
