The NRTAC hosted a two day training at ATF Headquarters in August 2019 for CGIC sites across the country, as selected by BJA.
The goals for the upcoming training are to:
• Provide an overview of the ATF National CGIC Philosophy, Concept and Program
• Provide an update on the BJA National CGIC Initiative and current CGIC replication sites under the NRTAC Project
• Provide an overview of Philadelphia CGIC’s history and laboratory practices as it relates to the comprehensive collection and processing of ballistic evidence
• Provide an overview of the ATF’s CGIC data management model recommendations
• Provide an overview and examination of the role of the local and federal prosecutor in the CGIC process
• Provide an overview of the critical importance of an evaluation plan to include performance outcome measures with short- and long-term impact for sustainability and research implications
• Provide peer-to-peer engagement opportunities through the facilitation of breakout sessions. The sessions will allow for discussion and the sharing of the CGIC process and the many key CGIC roles within an agency, such as CGIC leadership, evidence collection, firearm examiner, IBIS/NIBIN entry and correlation, ATF Industry Operations Investigator, Investigation Research Specialist, Intelligence Analyst, investigator/detective, prosecutors (federal and local), probation and parole, and research partner. It will provide an opportunity to discuss best practices/challenges identified within a given role or agency.

In furtherance of the Attorney General's priority to addresses violent crime, this training will emphasis addressing criminal gangs and the felonious possession and use of firearms in an effort to remove violent offenders from our nation’s neighborhoods and to help improve public safety.
The National Police Foundation, the National Resource and Technical Assistance Center for Improving Law Enforcement Investigations (NRTAC) provider, in collaboration with the Bureau of Justice Assistance (BJA) will hold a one and a half day regional training in Washington, D.C. with selected the FY 2018 Local Law Enforcement Crime Gun Intelligence Center (CGIC) Integration Initiative grantees.
The Local Law Enforcement Crime Gun Intelligence Center Integration Initiative, administered by BJA in partnership with the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) supports interagency collaboration that is focused on the immediate collection, management, and analysis of crime gun evidence, in real time. The focus of this effort is to create and sustain CGICs. The CGIC mission is to prevent gun violence through the consistent production of timely, precise, and actionable intelligence concerning gun crimes to identify armed violent offenders for investigation, disruption, and targeted enforcement. This training is critical to BJA's mission to support programs in the areas of law enforcement and crime prevention. The sites to be invited include: Albuquerque, NM; Baton Rouge, LA; Detroit, MI; and Tulsa, OK.
This will be the first CGIC Regional Training in 2019 and will build off of the success from the two regional trainings held in 2018. The goal is to assist agencies in better understanding and leveraging the National Integrated Ballistic Information Network (NIBIN) as a source of strategic intelligence and as a tactical tool with the potential to link crimes involving the same firearm and help investigators identify those prolific shooters. During this event, all key phases of the CGIC's development will be presented through interactive workshops, as well as an outline of action items that must be simultaneously and consistently followed in order for the CGIC process to be effective and sustainable. The training will provide participating sites with an outline and recommended approach for the development of a CGIC Strategic Plan. In addition, the training will support CGICs in building capacity and sustainability. The agenda for this meeting has not yet been finalized, but will be similar to the attached version.
