The Michigan State Police (MSP), respectfully requests Training and Technical Assistance (TTA) from the Bureau of Justice Assistance (BJA) to host ten two-day Blue Courage training sessions to address issues of officer cynicism, ethical decision making based on principled courage, dedication/devotion to the profession, health and wellness, and resilience to the stress of law enforcement. MSP troopers leave recruit training committed to providing the highest quality law enforcement and public safety services throughout Michigan by serving constituents with excellence, integrity, and courtesy. However, as with many law enforcement agencies, a trooper’s commitment to those standards can begin to diminish--resulting in poor judgment and decision making both on and off duty. Eventually, this adversely affects general citizen contact and attitudes, eventually leading to discipline issues and poor morale throughout the department. It is apparent that MSP personnel are not immune to the trials and tribulations of a law enforcement career (e.g., depression, high divorce rates, alcoholism, suicide, etc.).

How do you anticipate that the requested assistance will address the problems?
The Blue Courage program is a holistic approach, addressing the nobility of policing, the police culture, courageous decision making, practical wisdom, deliberate practice, and resilience. Its transformational process focuses on the human development of a police officer and draws on relevant, proven literature and research on human effectiveness, positive psychology, leadership development, and neuroscience. We are confident that this training would impact our troopers both personally and professionally. It will give them the tools to not only survive their careers in law enforcement, but also thrive as a trooper and a member of society.

Please submit a signed letter of support from your agency’s executive or other senior staff member. The letter can be emailed to or uploaded with this request. The letter should be submitted on official letterhead and include the following information:

  1. General information regarding the request for TTA services, i.e., the who, what, where, when, and why.
  2. The organizational and/or community needs specific to the request for TTA services.
  3. The benefits or anticipated outcomes from the receipt of TTA services.

By submitting this application to BJA NTTAC, I understand that upon approval of this application for TTA, the requestor agrees to keep BJA NTTAC informed of any circumstances that may impact the delivery of the TTA, including changes in the date of the event, event cancellation, or difficulties communicating with the assigned TTA provider.
