I hope you all are well! We are gearing up for the National Grantee’s Meeting, in June, 2019. Note that BJA requires your agency’s attendance at this meeting, and that you do need to bring a ViCAP representative from your agency.
How is your progress toward submitting a no-cost extension for your grant?
How is your progress toward clearing your backlog? How many SAKI kits do you have left to submit? Are you getting back hits and starting investigations/prosecutions/calling victims? Is there any support I can provide to you in that regard?
Additionally, I wanted to provide you with some resources we’ve developed out of SAKI TTA. Below, you will find a list of resources that are related to the use of ViCAP and case connectivity.
CODIS Hit Follow-up: Strategies and Guidelines - Identify the actions to take after receiving a CODIS hit notification when a suspect is identified via a DNA match or other investigative means.
Leveraging the Violent Criminal Apprehension Program (ViCAP) - Learn how the Violent Criminal Apprehension Program’s repository of cross-jurisdiction data can be used to assist in resolving sexual assault cases.
What to Do If You Don’t Get a CODIS Hit? - Learn investigative strategies that can be used to move cases forward regardless of the status of forensic evidence.
ViCAP: A Powerful Tool to Track and Analyze Crimes of Serial Sex Offenders - This webinar presents on the value of ViCAP for law enforcement and prosecutors for holding serial offenders accountable for all of their crimes.
Case Connectivity Using DNA: How Testing Sexual Assault Kits Can Link Criminal Cases - Learn how to use DNA testing and CODIS to establish links between a sexual assault and other crimes that a person committed.
Applying Crime Analysis to Solve Cold Case Sexual Assaults - The brief discusses how to leverage principles of crime analysis and its associated technologies to solve cold case sexual assaults.
Understanding Case Connectivity: How Testing SAKs Can Link Criminal Cases - This webinar explains the potential utility of case connectivity and discusses how case connectivity can be established through Sexual Assault Kit DNA testing.
We do plan on attending the meeting, but we haven’t yet decided how to handle the ViCAP requirement. Most likely we’ll invite someone from one of the law enforcement agencies we work with that uses ViCAP but things have been so crazy and time won’t stop flying!
As for SAKI, we are doing a big push to hopefully get all eligible kits submitted for testing by the end of May. Testing has started, DFS is reviewing but I’m not sure if any hits have been reported to the localities yet. Many are still following up on DANY cases. We’re seeing a mixture of folks that are taking new steps on cases, and some that seem comfortable with how the case ended previously. We’re trying to challenge the latter.
We recently met an FBI agent who is going to connect us with someone from ViCAP to start providing training opportunities. We’ve had information about it in our packets and talk a little about it when we meet with localities. Hopefully training will help expand awareness and use.
TA provided this month focused on preparing for the grantee's meeting, including attendance, registration, and success slides. Was also notified that Chrissy Smith, the grant-funded victim advocate for the VA grant will be leaving the project. Have not yet discussed her replacement.
