Priority Area: Ensure the long-term sustainability of Justice Reinvestment in Rhode Island
Background: H5128 requires the Rhode Island Department of Corrections (RIDOC), in conjunction with the Office of Performance Management, to monitor the implementation of justice reinvestment policies from 2017-2022.
Update: In October, CSG Justice Center staff worked with staff at the Rhode Island Department of Corrections (RIDOC) to implement the next steps identified in the JRI subcommittee workplans. Staff at RIDOC and the Superior Court met in October to discuss the implementation of programs at RIDOC and the Superior Court and improve cross agency collaboration.
Priority Area: Collect and analyze data related to the Justice Reinvestment Initiative
Background: H5128 requires that RIDOC, in conjunction with the Office of Performance Management, conduct data monitoring regarding the implementation of justice reinvestment policies from 2017-2022.
Update: With guidance from CSG Justice Center staff, the Data Collection and Monitoring JRI subcommittee approved a job description for the full-time position at the Statistical Analysis Center that will be responsible for overseeing the Criminal Justice Data Dashboard. The Public Safety Grant Administration Office (PSGAO) Policy Board approved the expenditure of the FY18 SJS award to partially fund the position at their meeting in October.
Caitlin O'Connor (RIDOC Economic Analyst and team lead for the Data Collection and Monitoring JRI subcommittee) returned from leave in October. CSG Justice Center staff updated her on the progress of the Executive Oversight Council and subcommittees, and helped to identify next steps for the Data Collection and Monitoring JRI subcommittee.
RIDOC staff continued submitting data for the data tracking spreadsheet in October.
Priority Area: Strengthen probation and parole supervision practices
Background: Starting in August 2016, CSG Justice Center staff helped Probation and Parole (P&P) staff at RIDOC develop a 3-year strategic plan to expand the use of assessments/case planning in probation, create and implement sanctions/incentives for use in probation, and create and implement sanctions/incentives for use in parole and provide appropriate training to staff. H5065 requires the adoption of evidence-based probation and parole supervision systems, several of which are included in the P&P strategic plan.
Update: Several trainings took place in October as part of the Probation and Parole three-year strategic plan, including a new LSI user training and a mandatory Core Correctional Practices (CCP) training. CSG Justice Center staff are working with staff at the Rhode Island Department of Correction (RIDOC) to develop RNR training materials to be used in house at RIDOC, as well as for community providers in the state.
CSG Justice Center staff continue to work with members of the Probation and Reentry JRI subcommittee to ensure the continued implementation of the probation early termination program, and to address the concerns of the Attorney Generals office. Leaders from RIDOC and the Superior Court met to discuss the concerns coming out of the Attorney Generals office. RIDOC has put a hold on all death resultant cases and continues to review the certification process.
