Although many rural jurisdictions across America are significantly impacted by the opioid crisis, public health and public safety leaders in those localities—particularly counties with the smallest populations—often face the toughest challenges in leveraging state and federal assistance. Barriers include a severe lack of (or non-existent) resources and insufficient local governmental infrastructure to access and/or benefit from traditional support mechanisms, such as grants.
To pursue solutions to this gap, this in-person workshop convened judges and sheriffs from rural localities in Tennessee, West Virginia, North Carolina, Virginia, and Kentucky. Agenda items and discussion topics—explored in both plenary and breakout sessions—included: barriers and innovations in rural communities in addressing the opioid crisis; the role of judges and sheriffs as community conveners; evidence-based treatment (including medication-assisted treatment and telehealth); strategies and hot topics (e.g., naloxone access and use, law enforcement diversion programs, barriers for jails not run by sheriffs, reentry programs, engaging and treating families, harm reduction); and the availability of federal resources
