The goal of this project is to provide Kentucky stakeholders with technical assistance to design and implement a set of information exchanges to share offender and warrant information between the Kentucky State Police (KSP), Department of Corrections and the Administrative Office of the Courts. JAN-JUNE 2015 PROGRESS UPDATE: During this reporting period, SEARCH staff continued to oversee and monitor the Kentucky Offender Information Sharing project. The project completed interfaces that allow agencies to contribute, search and display incarceration and warrant information. This project successfully implemented:
1. An automatically generated web service request to the national offender network JusticeXChange and display incarnation data back to E-Warrants when a new warrant is issued.
2. JusticeXChange booking records, eWarrant records and KyOPS citation arrest records integration to allow alerts to be transmitted to Kentucky Department of Corrections parole officers when someone under their supervision is arrested on a new charge or has a new warrant issued.
3. The KyOPS Web Portal now includes a master name search queries the eWarrants, Sex Offender Registry (SOR) and JusticeXChange databases, giving investigators one unified place to view statewide warrant, police report and incarceration data.

SEARCH initiated technical assistance with Kentucky to oversee and monitor their JIS implementation project to share information between three criminal justice platforms that manage offender incarceration information, case/incident/collision records and warrants. KSP is currently working with vendors to develop GRA- and NIEM-conformant exchanges between the three systems. They are using the arrest warrant service specification to share information between the systems related to offender activity. SEARCH worked with the project points of contact to prepare presentations for the GAC meeting on June 23, 2014, and the grant recipient meeting on June 24, 2014.

This project successfully implemented automated information sharing of offender information. KSP implemented exchanges that increase the information available to patrol officers, investigators and parole officers related to person in custody, on parole and/or having a warrant issued.
