By working with consultants from the Harris County Public Defender’s Office, NACDL is completing a pretrial release manual tailored to the specific legal framework and Harris County’s defense bar’s needs and challenges. The manual includes a discussion of fundamental bail issues and case law, practice guidelines and checklists for effective bail advocacy, a catalog of Harris County's laws and procedures, sample pleadings, applicable risk-assessment tools, and cites to available resources within the jurisdiction. Throughout the manual, there is a thematic emphasis on the importance of pretrial release and the vital role of the defense lawyer in advocating for the client’s liberty pending trial. Upon its completion, the manual will be provided to on-site training attendees and made available online through NACDL’s website.

The manual includes a discussion about fundamental bail issues and case law, practice guidelines and checklists for effective bail advocacy, a catalog of Harris County's laws and procedures, sample pleadings, applicable risk-assessment tools, and available resources within the jurisdiction. Upon its publication the manual will be provided to defenders in the county and made available online through NACDL’s website.
As of July 30, 2018, the manual is entering its final stages of editing and will then be submitted for layout, formatting, design and printing. Efforts are underway to provide additional technical support and training to Harris County defenders in the implementation of the manual.
