The Idaho Commission of Pardons and Parole (COPP) requested technical assistance for a third-party, independent assessment of a series of critical incidents involving felony probationers and/or parolees to determine whether policy changes are warranted. Police Foundation was selected to fulfill the request through the competitive RFP process in July 2017. The period of performance for this technical assistance engagement will begin on September 1, 2017.

In July, CSG Justice Center staff spoke with with agency leaders to discuss transition plans following the JRI Coordinator’s announcement that he would be leaving the Governor’s Office for another position. CSG Justice Center staff also spoke with Sentencing Commission leaders regarding plans to transition the work of the JRI Coordinator to the Core Implementation Team made up of agency leaders who continue to meet regularly to coordinate on the completion of implementation tasks and monitor key policy trends and outcomes.

In July, CSG Justice Center staff assisted agency leaders with developing a strategy for justice reinvestment data monitoring and to continued to assist agencies with planning for implementation of key policy areas, including the establishment of crisis stabilization units, improving programming and treatment at Arkansas Community Correction (ACC) residential facilities, and developing parole decision-making guidelines.

In July, CSG Justice Center staff traveled to Atlanta, Georgia to meet with key stakeholders in the judiciary, Georgia Department of Corrections (GDC), and Georgia Department of Community Supervision (DCS) to further discuss the strategic implementation of Senate Bill (SB) 174’s policies. State leaders submitted a request for continued technical assistance under Phase II of the Justice Reinvestment Initiative (JRI), which was formally approved on July 11th.

In July, the Governor held a public bill signing ceremony, and Montana’s implementation work officially began with the approval for the state to receive Phase II technical assistance. The bill signing, held at the State Capitol on July 19, elicited news stories from across the state and demonstrated the strong support from the Governor, Legislators, and the Montana Department of Corrections (MDOC). MDOC’s new director was in attendance and also spoke in support of the justice reinvestment initiative.

In July, CSG Justice Center staff continued to assist North Dakota’s core implementation team in establishing the new Community Behavioral Health Program (CBHP), and the team made progress on several key aspects of the CBHP. First, job descriptions were publicly posted for four full-time positions to staff the CBHP (one position at DOCR and three regional positions at DHS). DOCR and DHS are currently conducting interviews for these positions.

In July, CSG Justice Center staff worked with the Nebraska JRI Coordinator to prepare for the end of the active technical assistance period and the final Justice Reinvestment Implementation Coordinating Committee (JRICC) meeting. This meeting will be chaired by the governor, chief justice, and speaker of the senate and is planned for August 22. As part of the sustainability plan, the Nebraska Crime Commission (NCC) plans to hire a justice reinvestment data analyst.

In July, CSG Justice Center staff continued to coordinate with Pennsylvania stakeholders and legislative leaders regarding the policy framework recommended by the Working Group in December 2016. CSG Justice Center staff monitored developments around the state budget process and were informed that lawmakers want to wait for final resolution on the budget for fiscal year 2018 before moving forward with any other proposals, including the justice reinvestment policies.

This site visit marked the end of the second year of the IRES pilot project which included implementing recommendations to develop a more coordinated process to connect people leaving incarceration to the most appropriate services based on individualized needs. Site visit included meetings with Executive and Full Steering committees and Milwaukee Reentry Network to discuss project progress and planning process for the process evaluation in year three.
